Problems with ftp

Hi,
I've got a problem with ftp and I can't guess where it is.
I've got Ubuntu 14.04 Server in my server. If I execute in the console
ftp 127.0.0.1 it's ok
but if I execute with an external ip
ftp 99.99.99.99 there is a problem, the error is: ftp: coect: No route to host.

If I try to coect via ftp, to the same external ip, from a Windows Pc, using Filezilla or directly command ftp, I coect without problems.

Can anybody tell me what I can do, test, ....

To install ftp to the ubuntu server I executed this:

sudo apt-get update
sudo apt-get install vsftpd
sudo cp /etc/vsftpd.conf /etc/vsftpd.conf.bak
sudo nano /etc/vsftpd.conf
write_enable=YES
sudo service vsftpd stop
sudo service vsftpd start
