How to update ffmpeg

hey guys,
i 'm having a few problems and i'd appreciate if someone helps

1. currently im using ffmpeg version 2.8.6-1ubuntu2 and want to upgrade it to 3.1.2

2. i downloaded some tutorials and documentations to use ffmpeg and finally i get it to record,but here is the problem

there is alot of codes and variables and i get lost sometimes, so lets say i want to upload a video to youtube what code should i use to record my screen and my voice and to get this as a result :

Container: MP4
Audio codec: AAC-LC

• Chaels: Stereo or Stereo + 5.1
• Sample rate 96khz or 48khz

Video codec: H.264

• Progressive scan (no interlacing)
• High Profile
• 2 consecutive B frames
• Closed GOP. GOP of half the frame rate.
• CABAC
• Variable bitrate. No bitrate limit required, though we offer recommended bit rates below for reference
• Chroma subsampling: 4:2:0
