I am trying to create a secure wifi mesh network using wpa_supplicant 2.6 and atheros 9462 card, ubuntu 16.04 with 4.4 keel. I pulled the 2.6 version of wpa_supplicant and recompiled with CONFIG_MESH=y and CONFIG_SAE=y, Using the wpa_supplicant.conf file below, my machines will coect and create an open mesh. The machines establish a mesh configuration. Assigning static addresses to the wlan interfaces allows the machines to work together. I can ping between machines and ssh between them. Everything works well, but I need to encrypt the communication.

To enable encryption, I uncommented key_mgmt=SAE and Idea key_mgmt=NONE. Restarting wpa_supplicant creates the mesh network. Each station shows up as MESH-PEER-CONNECTED. SAE negotiation takes place and appears to complete successfully. Final messages from a detailed dump by wpa_supplicant show:

Things get strange from there. Pinging from box A (192.168.2.100) to box B (192.168.2.101) retus Destination Host Unreachable. Ruing tcpdump on box A shows the following ARP requests:

Ruing tcpdump on box B shows the request is received and a reply is sent; however, the reply is never received on box A. Since the ARP cache is not getting updated, no other traffic can go across the network. Box A had an incomplete ARP cache entry for box B, but box B had a good entry for box A.

I manually populated the ARP cache on box A for box B. At this point tcp on box A shows:

Tcpdump on box B does not show any packets coming through.

If I reverse roles between boxes A and B, the results are the exact opposive. Box B sends ARP requests to box A, which receives them and replies. Box B never gets the reply.

This seems to be related to encryption, but not where to look next or if ARP is encrypted. ARP works fine without encryption enabled. The ARP request goes through fine, but responses fail. The results seem like the atheros card is receiving broadcast traffic, but not directed traffic.
