Why is Ubuntu 16.04 including a featureless Totem release?

I understand these questions may not be entirely comfortable to everyone. But I do not wish to condemn or judge the decisions that led to this situation, I would just like to know the reasons that lead to them.

I have been upgrading the desktop systems on which I work from 14.04 to 16.04 and one thing that soon became apparent is a number of features missing from Totem, most notably the playlist. The GUI to this programme has been so sho that is practically useless as it stands.

Apparently, this was known to the Ubuntu developers, but still they decided to go ahead with this newer despoiled Totem instead of sticking to an earlier and full featured release. The question is: why? Are there technical reasons?

A similar story happened with Nautilus, but these days it takes just a few minutes to replace it with Nemo. Then it was Evince but luckily Okular is available directly from the Software Centre. Where will this end?
