[ubuntu] no arrows or controls for scrolling on 16.04 LTS

installed 16.04 LTS

I just get a scroll bar on the windows, no arrows, no unity widget

installed unity-tweak-tool, looked in system -> scrolling, at a couple things, didn't work

tried dconf-editor, com -> canonical -> system -> interface (memory?) only the one option was there

any ideas? prefer arrows over the unity widget

I can navigate in a web browser using the keyboard, but still not ideal
