[ubuntu] Upgrade from 14.04 to 16.04

Hi I am struggeling to upgrade to 16.04 from 14.04. Following an online tutorial I should get this message as seen on picture, but it does not prompt me on upgrade.
How to proceed?
I have done the sudo apt-get Update and upgrade. It did loose power under an 15.10 upgrade, so I think there is some funky stuff going on from that. I have run som clean tutorials from broken packages without success
