Is there a good Windows equivalent to Shotwell?

I have been using Shotwell on my Linux machine for a while now. Decent software at a VERY decent price. Anyway, My wife has received a box load of photographs that she is scaing into "her" computer which is a Windows 10 machine. I tried the Windows 10 Photo Gallery software (the price was right), and it almost works. It supports all of the tags I have added using Shotwell, but it apparently doesn't support the "Comments" that I have added to my photos using Shotwell. Btw, Shotwell IS configured to store the data in the image file and not in a separate database.

Does anyone know of a good photo manager that runs on Windows 10 and supports the Idea added by Shotwell? Free would be best, but inexpensive is OK. It doesn't need all of the high level photo editing capabilities, although basic editing would be good. Things like crop and sharpen, but not much more. And none of this subscription or cloud based crap.
