[ubuntu_mate] Preparing to install ubuntu mate on Pi2

I am getting ready to install ubuntu mate on my RaspberryPi 2 and have two networking questions.

1. Will the WiFi automatically coect or will it wait for me to log in? I ask because that seems to be how standard ubuntu 16.04 is working. I will be using the Pi for multiple cameras using Motion. I will need their feed to the lead Motion server to be up as soon as it is done booting after a power outage.

2. Is it rather easy to set static addressing? I haven't looked to see if Network Manager is used in Mate.
