Zoom R16 not working on new install

I have a zoom R16 that is working fine on Ubuntu Studio 16.04 that was upgraded in place. But on a fresh install and all updates done on another laptop it isnt recognised. Both are using the same keel. 4.,4.0-21-lowlatency. Shouldnt it work on the fresh install just the same as the older upgraded one? Is there maybe something that was held over through the upgrade that isnt in the fresh keel? Where would I look to figure this out. I need the R16 to work with the laptop for my band.

I dont know if this thread will do me any good since it was for 13.10 and I have no idea how to recompile keels. I never recompiled on 14.04, it just worked and somehow has now carried over to 16.04.
