Ubuntu won't shutdown on HP 530 nor can I access wifi

Hi ladies and gents,
I have just installed 16.04 on an old HP530 laptop with a Celeron M processor. The laptop will not tu off by selecting shutdown from the dropdown menu in the top left coer. It just gets to the Ubuntu shutdown screen with the little red and white dots and Ubuntu name/logo.

It also does not show any Wifi networks as available. I can coect to the inteet via etheet cable but I really need wifi access.

Please can someone help me? I tried several solutions as posted by people on these forums but none worked for me. Because I have no files to keep and I had made changes in the terminal I figured I would re-do the install again! So I have just done a fresh 16.04 install and come here begging for help! I have a totally clean 16.04 install ready.
