SQL-Ledger Installation - Apache is not configured correctly?

Greetings!

I am fairly new to Ubuntu, so please forgive me if I make some basic mistakes. I am somewhat familiar with Unix though, so hopefully this is an easy question.

I am installing SQL Ledger on Ubuntu 14.04.4. I was following these directions:

So far, so good. I think I configured everything correctly, but when I go the http://localhost/sql-ledger I get the actual text of the login.pl file. Now I think that sounds like Perl is not installed? But when I run the setup.pl file SQL Ledger seems like it actually installs (I think).

Is there a resource out there for a fairly new Ubuntu person to complete this installation? If not, could someone help me understand what I need to do to finish configuring the package?
