Networking issue? Frequent timeouts via SSH, FTP, Web

Hi,

i'm ruing a Ubuntu 14.04.4 LTS - Server which is located in a data center. I have only remote access to it.

The server is a web server ruing nginx, php5-fpm and mysql.

Since some time, I have very strange networking issues:

On - apparently random - clients in my office I get timeouts via SSH, FTP and Web.

First strange thing is that PING works:

Second strange thing is, that I can coect on other clients or in certain - apparently random - time windows.

I have no firewall on the server.
I have confirmed via tcpdump if the server responds to coection attempts.
I have fail2ban installed but I can confirm that the client is not baed.
