Correct odd window behaviour

Ruing 14.04.4 with Ciamon 2.8, and I am ruing dual monitors.

I am having a problem with windows and their sub windows. For instance, when I open up vlc, I get the main window and I put it fullscreen on monitor 2. And before, if I hit the open file selection, a new window woudl pop up and I could drag just that window to monitor 1. But as of a coupe days ago, the the main vlc window grays our, and if I try to drag the new open file window, it drags the whole program. It's not that big of a deal but aoying. I'm sure there is a wndows behavior I need to check or uncheck, I just don't know what it is.
