Mobile broadband not identified in ubuntu 15.10

I am ruing ubuntu 15.10, I setup mobile broadband through "network coections" on the taskbar but when I insert my data card it is not identified at all, once or twice id did coect to the inteet, but most of the time it is not even identified, when i ran the command "lsusb" i saw the following.

BUS 001 Device 005: ID 12d1:1446 Huawei Technologies Co., Ltd. Broadband stick(modem on)

But still I am unable to coect to inteet. I tried to stop and star the network manager by ruing the command "sudo stop networkmanager", but i got "unable to coect to upstart", I do not even see "enable mobile broadband" option. Please guide me on how to solve this.
