I had this issue previously and installed Windows 10 - needed laptop for work, so it had to work! Now I don't need it for work so it has again become a play-thing... but the issue remains that while the wifi works fine in Windows OS no wireless networks are found in Ubuntu. This indicates to me that the card itself is fine so it must be a firmware/software/Ubuntu issue.

The first thing I tried was:
sudo rmmod rtl8723be && sudo modprobe rtl8723be
